200.155 ART AND MEMORIAL POLICY

Wenatchee Valley College will provide responsible stewardship of any permanent installation or work of art, or permanent memorial placed on district property. Therefore, careful consideration will be given to any installation, its placement and its impact on the community now and in the future. To facilitate this, the district will activate a task force as needed for arts, memorials and installation acquisitions and placement. This task force will be managed by and report to the president’s cabinet.

Works of art purchased with state funds will be inventoried according to WVC policy 600.107 Capital Assets and Inventory Control Policy. Any proceeds from the sale of college owned art works would be used to acquire other art as required by state policy (SAAM 30.20.22).

1200.155 ART AND MEMORIAL PROCEDURE

When an individual or group wishes to purchase or accept as a gift any permanent installation of art or a memorial on one of the college campuses, the Facilities Committee will appoint a task force as described below to evaluate the proposal and make a recommendation to the cabinet and board of trustees.

A. THE ART, MEMORIAL AND/OR INSTALLATION SELECTION TASK FORCE

  1. The task force must be in place prior to beginning any selection process.
  2. The membership will include at a minimum two standing facilities committee members, a member of the art faculty, a student representative and a representative, appointed by the president, of the WVC Foundation (if appropriate). At least one community member and representative of the local arts community may be included, depending on the size and significance of the proposed project. Task force membership will be approved by the president’s cabinet prior to activation.
  3. The task force should number between five and ten members to provide adequate diversity and points of view.

B. ROLE OF THE ART SELECTION TASK FORCE

  1. The first task force to be appointed will create a general set of guidelines for determining and approving art, memorial and installation acquisition and placement. All subsequent task forces will first revisit the general guidelines and revise them as deemed necessary by the membership.
  2. The task force will then apply these criteria to each proposed art acquisition, memorial or installation and placement proposal.
  3. If the proposed art, memorial or installation is not “artist designated,” the task force will review and select artists from available artist pools such as the Washington Arts Commission.
  4. The task force will recommend site options for the art, memorial or installation.
  5. The task force will recommend the art, memorial or installation and its placement to the facilities committee, cabinet, and WVC Board of Trustees for approval.
