Collaborative Oversight Forum
About
Officially established in 2024, the Collaborative Oversight Forum brings together
ambassadors who represent employees across various classifications within our college
- including faculty (both full-time and adjunct), exempt, and classified. Together,
the forum supports meaningful collaboration on projects and initiatives that promote
a more inclusive, transparent, and equitable decision-making process.
Meet the Team
These colleagues served on the COF during winter and spring quarters and represent
exempt and classified staff, part-time and full-time faculty.

Cheryl Adkins, WriteLab tutor
Cheryl Adkins works part time in the Write Lab as an English tutor. She delights in encouraging
students and helping them with anything they write for any class--essays, research
papers, scholarship applications, resumes, lab notes and more. She began work at WVC
in 2016 in the Write Lab cave in Sexton Hall, took a year off during the pandemic
and returned in 2022 to the beautiful new lab in Mish ee twie 1135. Retired from full
time work, Cheryl lives two blocks from WVC and her husband walks her to school and
home. Fun fact: Cheryl also proofreads and suggests edits for books her friend Vikki
Kestell writes in Albuquerque. They've collaborated since 2012 and will complete their
work together on the twenty-ninth book this summer, in time for its publication in
October 2025.

Edwardo Alcantar, Running Start Navigator
Edwardo is a navigator in WVC’s Running Start program. He graduated from Whitworth University and is an entrepreneur in the community. As a
small business operator, he had the honor of being a sitting member of the Hispanic
Business Council, which works closely with the Wenatchee Valley Chamber of Commerce
and SkillSource.
He has also worked in the TRIO program and at John A. Brown Library on the Wenatchee campus, where he assisted students with research and retrieving information regarding books as well as navigating the database collections.

Ellen Bruex, Part-Time Faculty
Ellen Bruex is a part-time faculty member in WVC’s art department, a visual artist, muralist, and creative writer. She has completed several murals around the community. She has a BFA from Kendall College of Art and Design and an MFA in Interdisciplinary
Arts from Wilson College.

Sandra Colbert, Full-Time Faculty
Sandra is an English professor at the WVC Omak campus. She lives in Okanogan with her husband, has three grown sons, and has been full-time faculty since 2023. She was also an adjunct professor at WVCO in the past
and has taught for CWU. Additionally, she has taught at the middle school and high school levels. Fun fact: she has run more than 50 marathons and hiked
more than 1000 miles of the Pacific Crest Trail.

Julie Fitch, Full-Time Faculty
Julie Fitch became a part-time faculty member in the Transitional Studies at WVC in
2013. She later became the Transitional Studies coordinator in 2020, and then a faculty
member in 2023. “I love working at WVC because I believe that community colleges are
integral in strengthening the communities they serve and in providing students with
the educational and career training opportunities that will help them advance their
lives,” Julie said. “And we have the best students at WVC—strong, amazing, and hardworking.
It is so inspiring to work with them each day.”

Wendy Glenn, Data Consultant, IT
Wendy Glenn serves as a data consultant in the WVC Technology department and as the WPEA Chief Shop Steward.

Greg Jourdan, Full-Time Faculty
Greg Jourdan, a two-time recipient of the Alcoa Excellence in Teaching Award, has
taught in the WVC Environmental Systems and Refrigeration Technology program since
1985. His interests are energy conservation, alternative energy sources, commercial
and industrial refrigeration, and computerized electronic controls. In 2025, Professor
Jourdan was named a Top 25 HVACR Educator/Trainer by the ESCO Institute.
Greg serves as the principal investigator for the Critical Environments for Data Centers
(CEDCO) project, which is funded by the National Science Foundation Advanced Technological
Education grant. The CEDCO project will develop pathways that provide students with
the technical skills, competencies, and hands-on experiences that are required for
successful employment in the data center industry.
Greg’s hobbies include sailing, boating, fishing, family, church, playing the guitar,
woodworking and construction. For several years, he has served as master griddle tender
for the Kiwanis breakfast during the Apple Blossom Festival. He and several ESRT students
feed over 3,000 people at this annual event.

Shea Morgan, IT Manager
Shea Morgan works as the IT manager at Wenatchee Valley College. Though he works heavily with technology,
he is a self-described “gardener at heart.” Shea and his wife try growing anything
and everything that our beautiful planet has gifted us. They love working in their
garden alongside their dog, cat, and chickens.

Magali Olguin Ramos, Student Benefits Navigator
Magali was born in Colorado but moved to Washington when she was around 10 years old. "Growing up, I have always
loved going to school, and through the support of my parents, I was the first in my
family to obtain a college degree, earning an associate's degree from WVC (Go Knights!) and a bachelor's degree from Washington State University
(Go Cougs!)," she said. She has always enjoyed working in educational settings and worked at Wenatchee High
School before she became the Student Benefits Navigator for WVC. As the Benefits Navigator,
she helps connect any WVC student to different campus and community resources for
their basic needs, such as housing, food, and childcare services. She also helps with
completing financial aid applications, applying for grants/scholarships, and applying

Sai Ramaswamy, Full-Time Faculty
Dr. Sai Ramaswamy is a professor in the engineering technology program at WVC.
Before joining WVC, Dr. Ramaswamy spent four years at Iowa State University as a research and teaching assistant. Before
that, he worked in Houston, Texas; Erie, Pa.; and Hyderabad, India, in tech and manufacturing
fields.
Sai earned an MBA at Osmania University in Hyderabad, India, and he studied Industrial
and Agricultural Technology at Iowa State University.

Emily Scovill, WVC Foundation Program Manager
Emily Scovill is the program manager for the Wenatchee Valley College Foundation, where she oversees
the Foundation’s scholarship and volunteer programs. With a background in non-profit
communications, fundraising, and marketing, Emily brings a collaborative and detail-oriented
approach to her work. A proud WVC alum, she is passionate about supporting student
success and fostering community engagement across campus.
Fun fact: She once designed an event promotion around rubber duckies—and it worked!

Saxon Spillman, Part-Time Faculty
Saxon Spillman began teaching Introduction to Humanities at WVC in the fall of 2024. In this course,
students study aspects of humanity, past and present, with a cross-cultural lense.
A fun fact about Saxon: he loves to scramble onto high rocks and slide around on mountainous
snow.

Aaron Vaughn, SRC Manager & Baseball Coach
Aaron Vaughn serves as the acting assistant director of Knights Athletics, the manager
of the Student Recreation Center, and he has been the Knights baseball head coach
since 2021. He has provided crucial support to different events across campus and
the community, including graduation, an FBLA conference, the Mariachi Northwest Festival,
the Native American Classic, and a Vietnam War Veterans Day ceremony.
Aaron previously served as an assistant coach at Big Bend Community College and played
collegiate baseball at Northwest Nazarene University in Nampa, Idaho, and minor league
baseball with the Houston Astros.

Jocelyn Vincent Ramsey, Classified Omak Campus

Thanks to their efforts, this group planned and hosted our end-of-year celebration
that was the most attended end-of-year event since 2020. They reviewed our strategic
plan priorities in connection with the 2022 PACE results and suggested ways to address
those issues, will be reinstituting Coffee with Cabinet and renamed it Colleague Connections,
proposed the idea box that will help us gather great ideas to improve WVC, and served
as an important community voice by providing feedback and ideas to members of cabinet.

The Collaborative Oversight Forum discussed how we can gather more input from our
WVC community, move ideas forward, and improve communications around decision-making.
Ideas will be collected by our Institutional Effectiveness team (formerly ASPIRE)
and shared with the Collaborative Oversight Forum for review. Submissions that are
approved by COF will go to Cabinet for implementation.

Colleague Connections
Thanks to the Collaborative Oversight Forum’s recommendation, the President’s Office
will host Colleague Connections for staff and faculty throughout the year. This is
an informal opportunity for us to meet new colleagues, get to know faculty and staff
in other areas across the college, grab a coffee, and highlight different offices
on both campuses.
